No, circle C is copyright; cirle R is *registered trademark*;

TM is *unregistered trademark*.

The following is from _The New York Public Library Writer's Guide to
Style and Usage_, p. 448. (This book also has a fairly extensive
discussion of trademark law; it is well researched and up to date):

"_Circle C_ means copyright. Circle R means a trademark that is
registered with the U.S. Patent and Trademark Office; TM and SM
(service mark) are used when a trademark (for a product) or a service
mark (for a service) is not registered; registration is not required
for protection under the law. These marks are not interchangeable,
and the owner's use, as shown on packaging or in written product
materials, should be followed."
