Edmund Weiss says in section 10.3 of his classic "How to Write a Usable User
Manual" (my copy is dated 1985, but I believe a new version is now
available):

" ... when we edit instructions we put the key material last.
And if it is a conditional instruction (if-then), we make sure
that the _then_ clause is last."
