I agree that it's a strange term -- but there is a little sense to it.
This harkens back to the "marquee" selection tool in MacPaint or FullPaint
(or other Macintosh bitmap editors). After marking the selection region,
the resulting region was surrounded by a moving dashed line, sometimes
described as "crawling ants."
If you don't look too closely, this resembles the "chaser" lights around an
old-fashioned movie marquee.
