I second Joe's advice wholeheartedly:

In my last job I was the grant writer (I was the only writer). We were
succesful on many occassions and I feel that (besides the service we were
offering) that it had to do with the fact that I was TOTALLY ANAL about
following the instructions in the RFP. If they want it in such and such a
font, or if they want the sections labeled such and such. You do what
they want.

I did get to a point where I had a library of stock text I could pull
from, but I let the RFP be my goide in putting it all together.
