"Internet World", April '95 issue has an article called the anatomy of the
World-Wide Web. URL is defined in it as "Unifron Resource Locator" which
provides "a standard means of consistently locating Internet documents."

FWIW. I have heard folks bandying Uniform Resouce Locator, but Universal is new
to me.
