Dan Azlin has already made some excellent comments, regarding audience
analysis and document design, to consider when trying to aid your
reader in navigating your document.

There are occasions when you have to use a numbering hierarchy (e.g.
when responding to a spec which uses such a system). My view is that
there is a tendency for people to overdue numbering systems. (I
see alot of work from students who, when first exposed to the concept,
number almost every paragraph.) Good design, of heads and sub-heads
etc., should make the relative importance of different parts of a
document obvious. My inclination is to use no more than 2 levels of
numbering at most.
