What's in a good spec?

I've been asked to write a general one-page summary concerning what a
technical writer needs from an engineering specification. We tend to write a
hybrid functional/design spec here, so this can be a fairly high-level
discussion. I know everyone is busy, but if you have any insights to share,
I'll be happy to collect them and post them here. To keep the noise down on
this server, you might want to E-mail me personally unless you think you
have something to share.
