I include the spacing as part of the style definition, then limit the size
of the widows and orphans that can be left on a page. After that, I let
the pages break where they will. Of course, sometimes I cheat and add a
"Keep with next" to force a paragraph to stay with a graphic. That way,
spacing is kept standard.

I _never_ add a hard page break. That just creates too many problems with
edits later.
