According to _The Whole Internet User's Guide & Catalog_,
INTERNET
(a) Gernally (not capitalized), any collection of distinct networks
working
together as one.
(b) Specifically (capitalized), the world-wide "network of networks" that
are connected to each other, using the IP protocol and other similar
protocols. The Internet provides file transfer, remote login, electronic
mail, news, and other services.
Novells _Dictionary of Networking_ makes this distinction as well.
The short answer to your question is "Yes, I would."

Hmm, good question. I have a paragraph that includes Internet-related
skills, although I do not have an "Internet Skills" section. I also
include it in any relevant job descriptions.
