It isn't whether or not the word begins with "h." The choice
for a/an depends on the SOUND that begins the word. Thus, the
difference between honor (starts with a vowel sound) and history
(starts with a consonant sound).
The American College Dictionary states:
"an -- the form of "a" before an initial vowel sound"
