I can see his point. I think you are working in an area where any "obvious"
single-word description will have other connotations to some users. If your
usability tests showed confusion about "Update" and "Apply," your developer
has to accept that and look for a solution.
One solution is to keep the terms but set the context more clearly. Another
is to use wordier descriptions. Another is to devise a visual representation
that clarifies what's happening.
