How does one create nice looking clip art like the stuff one can buy and
also comes packaged with word and word perfect, etc.

An art package. If you can expect your audience to have the ability to edit or
crop the pictures, then more than one image in a file is fine. Most can't,
however, so for general consumption, limit it to one image per file. Store the
image in the highest resolution possible to ensure good reproduction quality.
Most high-end packages can import EPS clips so a requirement for the art
package is the ability to save in that format. Beyond that format there are
several others you might want to use, of varying quality -- GIF, TIFF, PICT,
WMF.

Also, what is necessary to get the good color.

A good color art program. ;{>} One of the better ones is Adobe Illustrator.
