Well, if some of my co-workers were reading your doc and found the
instruction to "shut down Windows" I know I'd be getting a phone call
asking what they should do. They wouldn't be able to find "shut down"
anywhere in the shell, only "Exit Windows". I think you should use
the same terminology that the user will encounter when using the
product.

PS: You can, however, "shut down" a Macintosh. Not only does it exit
the Finder but on most models it actually turns the whole machine
off. Now that's what I expect from "shut down". :-)
