Thus far, the only real consensus on which article is proper with SQL is
"it depends." About equal numbers favor A and AND, but many people prefix
an answer with an "if" of some sort.

Because Sybase (and a few others) use "a SQL," I'll probably adopt that
usage, with a few references to how SQL should be pronounced. Ahem, I
mean how WE pronounce it. That would appear to satisfy all the rules
reasonably well.
