An excellent book on developing training programs is:

Ruth Colvin Clark, "Developing Technical Training: A Structured Approach for the
Development of Classroom and Computer-Based Instructional Materials,"
Addison-Wesley, Reading, MA, 1989.

The author also now teaches training methodology for American Management Assn.
