Diversity is the key word when it comes to hardware,
I think. Much as I dislike Windows, many companies use
it, and nothing else. If you're worried about cost,
there are UNIX workstations that are very competitive
with high end DOS machines and Macintoshes.

When it comes to software, each company has it's own
preference for drawing package, but FrameMaker is
quickly becoming a standard for document production.
InterLeaf is widely used, but a fully featured Ileaf
setup may be *way* out of your price range.

Myself, if I was to be setting up a lab based on my
*personal* preferences, it would be all workstations
with FrameMaker. I use nothing else if I can help it.
