Laura,

It isn't a style guide, except incidentally, but a book that offers lots of
good, specific advice on doing Windows help is:

Developing Online Help for Windows
Scott Boggan, et. al.
Carmel, IN: SAMS Publishing, c1993
462 p. + diskette $39.95 ISBN 0-672-30230-6

Many Windows help files follow pretty much the same conventions, so, if you
look at a few of them, you can come up with a serviceable list of guidelines
for handling common things like menu commands, dialog box options, and so
forth.
