Possibly that the Air Force is migrating to CD-ROM and so
should the swabb^H^H^H^H^H Navy? :)

This sort of thing, incidentally, is nothing new -- Donald
Douglas coined his Law more than half a century ago, to wit,
"When the weight of the paperwork equals the weight of the
airplane, the airplane will fly."

For some real grins along these lines, I highly recommend
_Augustine's Laws_, by Martin Marietta honcho Norman Augustine.
