Word 2013 has some problems creating PDFs.
I have found it will NOT handle odd oversize paper specifications. It will make PDFs just fine if the pages are sized at a standard like 11 x 17, or 8.5 x 11. But if I try a paper size like 12 x 14, the resulting PDF comes out with page dimensions of 8.5 x 11, and the content is truncated improperly.
Also, Word has a problem with image resolution in the finished PDFs. I found that when Word puts an image in a PDF, it looks a bit fuzzy and the colors are a little dull. If I make a PDF that includes images, I use PDF Pro.exe. It doesn't give me the problems that Word does.

The current version of Word (desktop of course, not the web app) does as
good a job of reading a PDF as anything else I've tried.
Of course, the footnotes and such will be - interesting...
