Your perception remains correct ... Acrobat isn't appropriate as a document editing tool. It's nice to be able to fix a typo in Acrobat as you're going to print, but I wouldn't use the editing features for much else.

OTOH, Acrobat's commenting features are well-done. And you can import multiple reviewers' comments into a single PDF, where you can deal with them systematically. Acrobat also supports server-based review, which automates this process and allows reviewers to see each others' comments.

Your situation sounds pretty terrible. I would insist that your SMEs use the Acrobat commenting features. Doing so would make your task far easier.

Am I missing something that's changed in our industry? I thought Acrobat
was not intended to be a document creation tool nor used for extensive
editing.
