In the "olden days" when I was an engineer, companies often created jobs with descriptions like this for high-value tech people who were thinking about retirement. The idea was to delay retirement by reducing the person's workload to keep their knowledge and experience in-house as long as possible.

Today it's pretty rare for companies to give a damn about keeping people with long experience and deep technical knowledge onboard when they make noises about being ready to retire, but I suppose there might still be some around who care about things like that.

I think descriptions like that are aimed at installing a pre-chosen person, and exist only to fulfill a requirement that they "tried" to find someone to fill it.
