I always use orange (255,128,0) because it contrasts nicely on just about any other color and also because it's very seldom used in user interfaces so it's always distinct.

I almost always do my callouts as capital letters inside a circle with either a plain connecting line or an arrow connecting line. Everything but the inside of the circle is orange with the inside of the circle white (255,255,255).

Any suggestions?
