Congratulations on the new position.^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
It's not uncommon for tech writers, especially those who are former developers or former testers or former business analysts, to take on QA naturally.
The key to attracting someone with both sets of skills is not to ask for tool expertise. I can't tell you how many positions I would be really good at came with a requirement to have used one of several specific QA and testing tools. All they needed was someone to do functional testing, not someone to create and run automated tests.
I'm afraid that's not much help with the title.
