At one time, Microsoft used to print publish the "Microsoft Manual of Style". I have one (someone has borrowed it from my shelf!). It is still available on Amazon too.
I also have a PDF copy of version 3 (June 2004) and version 4 (Jan 2012). FWIW, this PDF is far better - readable - than the downloaded version that the original link in this thread points to!

Since the Microsoft Style Guide has no editions, but instead is subject to continuous revision, you can't use it to ensure consistency in your docs as you could with compared with its print / PDF / .chm predecessors.
For comparison, the online version of the Chicago Manual of Style offers both the current edition and the previous version, so you can switch on your own schedule. Each edition includes a preface that points out where changes have been made, so you can identify changes you need to make.
Maybe this is a reasonable decision on Microsoft's part, recognizing that when the primary delivery medium is the web, consistency is no longer a practical goal?
