I would remove the TOC. Replace it with a single paragraph that explains to use and how to use bookmarks. The bookmarks are effectively a TOC, and I don't see any reason for the duplication. If the in-document TOC is not available, users won't be frustrated trying to click entries.

Hi all,

We have large (~1000-page) manuals as PDFs with bookmarks. The ToC is not clickable (because each chapter is born as a separate Word file) and this annoys some users. In your experience, is it acceptable to provide a ToC-less manual, with bookmark navigation only? Manuals are not printed.
