I agree with your approach. Normally, i would say "follow US English, not
UK, for a South American Market."

However, it sounds like it would be highly confusing to the commas in the
quotation marks, as it might imply that the commas are part of the software
terms. Most people would understand that they are not, but never
underestimate the ability of your users to misread something!
