Yes! I have seen this. It is when you are recruited by firms that are tired of dealing with visa sponsorship. They claim that it is for "identity" purposes and because they need a "unique identifier" but their main concern, I suspect, is if you are a U.S. citizen. If I cannot get past a prompt, I enter 9999. I also avoid working with neurotic companies like those who ask for SSN information but that has its downfalls, too.
