Lonnye,

I like "Blocked" as it's really clear that "this is waiting on someone
outside the team." It gives managers visibility into that dynamic, which
is likely not as obvious otherwise.

Our version of "Blocked", from a doc team perspective, is "In Review". Why
do we only block at review? Because life is short, and if we blocked
whenever we needed to consult an SME, we'd never finish anything. We
occasionally block during writing when we're missing big chunks of
information, but to get missing details or clarifications, we generally
just annotate our document with questions that the SME can address during
review.

If the dev team had the bandwidth to be more responsive, I'd advocate for a
"blocked" status to use during content development so that we only sent
documents to review when they were from our perspective publication ready.
Alas, reality intrudes on the ideal.
