I won a copy of Adobe Captivate a year ago and I've recently started using it for screencasts. It works fine for my purposes. The copy I won is part of an Adobe suite on a DVD and there is no ongoing charge for it, yay!

I use Screenflow for that--about 90$ and does all you require but is for the Mac.
