The characters in Dilbert tend to reflect the worst extremes of people in the tech workplace, not surprising since Adams bases many of his strips on anecdotes he receives from techies about what they see happening to and around them.

My impression of Adams' blog entries is that they reflect his observations of the way people are, and not necessarily the way he thinks things should be.
