Maybe you should ditch the requirement that it has to be a local who works onsite. What's wrong with remote workers? There are a heck of a lot of qualified people out there, and let's face it, with a good enough net connection 99.9% of this job can be done from a raft floating in the middle of Lake Michigan.

We thought it would be easy (ha!) to recruit a technical writer/QA Specialist to work in Gaithersburg, MD (suburb of Washington, DC). We've posted the job so far on TECHWR-L and STC, and we've had three temp agencies work on it. Neither of the ads brought a response, and the temp agencies suggested only a few candidates - most of whom didn't even approximately fit the job description.
There must be hundreds of tech writers in the Metro DC area. We advertised locally to avoid responses from long-distance teleworkers, etc. Any ideas for ad sites and temp agencies in the DC area, or do we really need to go a national agency or job board to find someone local?
