A couple thoughts:

LinkedIn: You can always search LinkedIn for local tech writers and reach
out to them individually, especially if their profiles show they're "open to
new opportunities." And you can see how people are connected.

Tech writer/QA specialist: I don't know anyone who bills themselves like
that -- I've dabbled in QA, meaning I report bugs when I find them and I've
been in the same department... Is the position you're hoping to fill more of
one role than the other, or really both?

Temp agencies? Is this a contract position? Maybe look for a tech (writer)
specialty recruiting firm in the area?

a list/page of local writers, even if they aren't looking, see what
firms/sites they like (glassdoor, dice, etc).

Linked in and other job boards charge money to post job ads. If you post a
job ad to your company website (assuming proper SEO), it should get picked
up by Indeed for free. In the past I've generally found good candidates
through the Tech Comm groups for Toronto on Facebook (STC and local college
groups).
