As Robert says, the article is not touting new features in Word 2016.
It describes toolbar buttons and context menu options that have been
pretty standard since the Great Code Rewrite of 2007. It seems to be
aimed at people who didn't know that autonumbering was possible or who
tried it once and got stuck and who just need need some encouragement.
('But donât be scared, the multi-level list features are very good
and worth trying out.)

There's no mention of the long history of chronic bugs in Word's list
handling. The implication is that the bugs or all fixed, or else the
author is relatively new to Word and doesn't know about the Great Tech
Writer Exasperation from 1990 Till Recently.
