Sorry if this is obvious and you've thought of it, but are you sure that they have the folder in the exact same location on the exact same drive and folder path as you do, both absolute and relative to the Word doc?

In this case, yes, pdfs are fine.

But I DO have one client that requires editable Word docs. So in that case, even if I provide them with the associated folder of graphics, I don't know how to prevent the links from being broken.
