The cost of software is an insufficient reason to choose Word over Frame; FrameMaker isn't that expensive. Poor documentation and inefficiency, on the other hand, are both really expensive.

It's hard for me to believe that if a company properly calculated the total cost of authoring tools it would choose Word over a professional tool such as Flare or FrameMaker.
In my experience, such false economies reflect general bad practices throughout a company. Maybe there are exceptions.
