I figured out that what I really want (or, at least, the best I can
get) is a PowerPoint-compatible content manager. SlideManager and
SlideSource are still in the running.

Both are web-based, let you create slide libraries by uploading
PowerPoint files, create presentations from the slide library, update
a slide in all presentations that use it with a single edit, and
download presentations to PPT files. All slide-level editing is done
offline in PPT.

SlideManager also lets you update a presentation's template online and
seems more capable of managing all of a company's slides.
