Hi Robert,
There seem to be surprisingly few. I guess most folks test links before they generate PDF. However, here are a couple of possibilities:
A while ago, I checked out an open source program called pdf-link-checker, which seemed promising, but it was based on an earlier version of python (or one of the python libraries it uses), and after playing around with it a while, I decided it wasn't worth the trouble (I rarely have to check links in a PDF, we check them earlier in the process).
However, if you've got someone proficient in python, it probably wouldn't be that hard to make it work with the latest libraries.
