I'd call it Policies & Procedures. I would not use the word justification.^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
I'd make the goal part of the topic sentence of the policy. "A well
regulated militia being necessary to the security of a free state, the
right of the people to keep and bear arms shall not be infringed."
