I wondered this as well. My first thought was they said "without
Dreamweaver" because maybe it is a low-budget company and they want you to
hand-code everything...because they aren't going to fork out the money to
buy a program.
I had a marketing job like that once right of college where my main job was
to write copy... but could I please also do graphic design (but by the way,
we're not going to buy any kind of graphic design program or stock photos,
so could I do it all with Publisher and clip art)? I suppose that left me a
little jaded.
