Kevin, what if you put this info in a separate topic and add a Related
Topics or More Info link to it? The link could go at the bottom of any
procedures or concept topics where the question might arise in the
reader's head. I don't see any harm in putting this topic in an
appendix, where it's not distracting anyone, but if your superiors
really object to having optional material in the User Guide then it
could be a support document in the customer area on your website.
