What you're describing is a situation in which someone is producing
something from material that is all owned by something else. Fair use
does not apply, since the objective is not to report on, review or cite
the copyrighted material. Home/own use is an appropriate category,
provided the material is not distributed to anyone - even for free.
Trying to negotiate a "deal" with the organization to republish material
it already owns and could probably have already combined if it thought
it worth the effort will most likely fail at best and at worst brand the
individual making the attempt with the mark of ***hole. My suggestion
is to offer the finished work to the org as an example of what the
person can do and offer services for future work. Bear in mind that
societies of the sort described are almost always run by all-volunteer
staffs motivated by passion rather than gain, and get most if not all of
their funding from donations dropped into a box at the front door of a
museum in some old house with no heat that is only open when there's an
unpaid docent available to mind the door.
