Seems to me this is one of those "one-off" cases where you should go with the tool you feel most confident using, even if you have to convince your manager to buy a copy. If you know how to do what you need to do with Frame, I'd find some way to get your manager to buy a copy (the yearly subscription is probably less than a couple of days of your time, and you'll save that or more using a tool that you know).
