Going out on a limb, I'll suggest that the reason for the style is to prepare all text for automatic translation into all foreign languages. A human translator with local knowledge would of course use the locally correct separator, and would almost equally well recognize the different separator of the original's locale. Presumably the perpetrators of the style guide assume computers could never get the separator correct.

I am reminded of the change to decimal currency in Britain in 1971 on the purported grounds that "computers are decimal and cannot handle shillings and pence."
