the only one I've used is Dia, and that on Linux. I found it adequate. It
doesn't have as many predefined shapes, but I don't know how much you need
that. Most of my diagrams were simple geometric shapes (e.g., boxes,
ellipses), with text inside of them, and maybe color. Worked fine. And
simple shapes are easier to distinguish than, say, different (but similar)
icons for different types of network equipment.
I haven't used Dia on Windows yet.
