Here is the progression I usually employ:

1. Total fresher. Education but no OTJ experience.
2. Some OTJ experience, but requires training and guidance from other team members.
3. Self-sufficient on own projects and can lead a project team.
4. Self-sufficient on own projects, can lead multiple project teams simultaneously AND is capable of training or guiding others on an ongoing basis, i.e., "assistant tech pubs manager."

Level 1 typically requires a 4-year degree or a 2-year degree and some intern experience
Level 2 typically requires 1-5 years OTJ experience, but is also the typical starting level for a post-grad degree but no OTJ experience.
Levels 3 and 4 typically require 5+ years of OTJ experience.

Education and OTJ experience levels are secondary to actual demonstrated OTJ ability.
