Aside from the obvious disadvantage of having to manually number each step, ...

There's no reason to manually number paragraphs in tables in Word. Just as you can create paragraph styles for all your numbering needs (for example, I've got Steps and Substeps; and for indented paragraphs I've got Steps2 and Substeps2; all of which are independent list styles), you can set up numbered paragraph styles to use for paragraphs in tables. (I've got TableSteps and TableSubsteps.)

The table numbering styles are tricky to work with, but no worse than Word's regular numbered lists for "regular" (non-table) paragraphs.

This doesn't answer the question of whether putting a procedure in a table is a good idea. I generally don't do that. Instead, I use my table numbering paragraphs for process overview tables where each "step" in the process refers to a discrete task that is written in the usual style (using the regular numbered paragraphs in the main text flow of the doc).
