About task topics being more restrictive:
DITA 1.2 also has a "general task topic", which is less restrictive than
the "task topic":

About importing tables:
Yes, oXygen XML Author and FrameMaker 11 can paste tables copied from Word
directly into a DITA topic, no intermediate step with Excel required. This
video shows how a table is copied and pasted from Excel, but you get the
same result if you copy/paste a table from Word:

If Arbortext cannot do SmartPaste, you can always submit a feature request
at PTC. Or, you can buy a license of oXygen XML Author if you really need
to copy/paste tables a lot. oXygen XML Author is priced at $349, which is a
lot less than an Arbortext license and which also saves you the time and
money you spend now with custom scripts and the intermediate steps with
Excel:
