No, "based" is an adjective (a participle, actually)
so ideally it should modify a noun. If you find it confusing
to say "The numbers are based on natural groups called
clusters" (which, frankly, doesn't strike me as
confusing in itself) maybe it's because you mean to say
the assignments are based on natural groups called clusters?
