Since you have something else to do that is paying you and you're not sitting idle waiting on them, you should only bill for the actual time you devote to them. That includes checking your mail (if you allow about 10 minutes per check, then checking your mail every half hour in an eight-hour day adds up to about 2.5 hours per day), time you spend preparing their weekly bill, calling in to talk to your point of contact about upcoming work, etc. You shouldn't have any difficulty at all billing them a couple of hours a day even if nothing comes in.
