Right click on TOC.
Click Edit field.
Under Field Properties, the button should be Table of Contents. Click that.
Select Use hyperlinks instead of page numbers.
Click OK.
Click OK to update.

You should be good to go, and the links will work in PDF.

I'm having the problem described in the subject line for this message... And, apparently, other people have too:

I'll just quote the person who posted to the above URL, because my problem is identical. He wrote:

"I made 4 custom Styles that I like better than the native Heading 1, 2, etc. ...

"In the WORD document, the Table of Contents entries are completely clickable, and jump properly to the desired content in the body of the document.

"They work fine in creating a Word TOC. However, the entries in the TOC won't turn into clickable jumps in the PDF I'm trying to make.

"Of course, they LOOK fine in the PDF, and will be fine for the printer, but no clickability.

"I just want my custom-made Styles to be real links to content in the TOC entries in the PDF."

On my new computer, I have Word 2010 and Adobe Acrobat XI Pro. When I create my PDF on that machine, I get the problem described above.

On my old computer, I have Word 2003 and Adobe Acrobat 7. When I create my PDF on that machine, NO PROBLEM. When the PDF is generated, it too has clickable TOC entries (just like the original Word doc).

Anyone else have this experience? Did MS screw something up between Word 2003 and 2010? Any solutions for this problem in Word 2010?
